Why the plan matters
A development plan shapes what land can be used for, how intensively it can be built on and where infrastructure is expected to arrive. For a developer, it is one of the first documents to read before committing to a parcel.
Draft, proposed, notified, approved
Planning documents move through stages. A draft or proposed plan signals intent; only a notified and approved plan carries legal force. Every reading of the plan should begin by confirming which stage the relevant document is at, using the official source.

What to check for a specific parcel
Proposed land use for the parcel and its surroundings.
Road widths and proposed alignments that may affect access or frontage.
Applicable development controls such as permissible FAR, ground coverage and setbacks.
Proximity to proposed infrastructure and growth corridors.

The plan describes what is permissible. The market determines what is viable. The two need to be read together before deciding what to build.
